This is with reference to letter sent to you by Shri PK Jain, Divisional Engineer (MO PC Cell) - perhaps misspelled (MO PG Cell) dated 7th September 2009 viewable at http://ussupermall.net/undigested/trai . The facts narrated therein are far deviated from ground reality. The actual case is a multi-TELGI scam wherein corrupt people at DOT, TRAI and UCM are not willing to check national loot by telecom companies. 

My summary submission is as follows :- 
1. After complaining to service provider, sending networks, TRAI, DOT, UCM, PM, President EVERYDAY for years, even today I received unsolicited SMS. That clearly indicates fault lies with one or more of these offices. 
2. In stead of locating the corrupt spot, DOT advises me to approach consumer forum. 
This is the second instance of totally aberrant reply from DOT. 

I pray instant dismissal of Shri ML Sindhi and Shri PK Jain from service and a bar on them from holding any public post in future.

A year back TRAI floated DND or NDNC to stop unsolicited calls to citizens opting out. Please conduct a sample survey of 1000 registrants to find out if even one of those has ever been spared. Also please survey a dozen call centres to find out if even one knows how to use DND filter. 

For the past five years, I have been reporting spam calls every day to Airtel (service provider), TRAI, Union Communication Minister and Core.nic.in 

TRAI has been overlooking SMSs sent without reply to numbers. The names displayed in such instances are not accepted for reply. 

On 20 June 2008 I received call from 30331776. Lady claimed to be speaking from PMO and later (in fact) from President's House. She gave her fax number as 30331840. After a spurt of efforts with TRAI and service providers, I could not find location of two numbers. 

Today I received four spams 
SMS received from Learn Tally - Number swallowed by TRAI Chief - 9311689078, 9845086016 
Call received from 65098810 Payal - Personal loans 
Call received from 911203029703 Credit card - "Aap zaroor complaint keejiye. Hum aapki police ka intezaar kar rah hain". 
SMS received from Himgiri Hyundai - Number swallowed by TRAI Chief - 9871111334, 9871998777 

It is obvious that TRAI has aborted its constitutional role and is merely serving as a conduit to transfer huge bribes from telecom industry to UCM and national leaders for party and personal funds. 
Please look into the matter.

My mobile phone 9810571993 was registered with DND on 27 August 2007. Yet I continue to receive unsolicited calls.  

Since then, I have been sending a complaint, almost every day to my service provider, Airtel. All coomplaints are listed at http://ussupermall.net/undigested/spam 

The service provider has been regularly assuring me that such calls would stop by 13 feb 2008, 04 April 2008 and a dozen more dates. Call menace never stopped. 

In case of such a jungle rule, a consumer should not be expected to stop complaining direct to TRAI, NCDRC with jurisdiction element involved. 

If you wish to receive specific dates, I sent complaints on 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15 October, 2007, and I can send you pagefuls of such dates.

On 09.10.2007 I received two calls again and repeated the complaint. 
On 10.10.2007 I received four more calls again and sent complaint. 
On 25.10.2007 I received internet call from HDFC Life Insurance 911206626001 and sent complaint to both Delhi Police Commissioner and TRAI.  
On 29/10, 30/10, 13/11, 14/11, 23/11, 27/11 I received more internet calls from HDFC Life Insurance and sent complaint to both Delhi Police Commissioner and TRAI. 
Today I received call from SMC Global 
The extent of morbidity perpetrated by the two spammers can be viewed by searching 918040228400 911206626001 in yahoo and other search engines. Even with no complaint, a responsive administration's intelligence service is expected to take lead from such forum postings and act. 

Lack of any response to so many complaints implies that Delhi Police and TRAI permit internet telephony to spammers with adequate bribe setting.

1. People on high posts are prone to allegations - perhaps unfounded. However, the frequency and seriousness of cases against Delhi Police Commissioner defy all condonable limits.  
2. On 29 october 2007 I faxed to DPC an information on illegal use of internet in making domestic calls, by HDFC Life Insurance. Three similar complaints sent  against SMC Global earlier. Police Commissioner and TRAI both NOT CONCERNED.   
3. On 24 September I faxed to DPC hinting sex trade through SMS - no action taken.  
4. On 12 December 2006 I informed of probable involvement of some army person in fraudulent activities. Army HQ numbers 26175470, 72, 73 can still be viewed at ismartintl.com/contact.htm. That could be very serious matter but not for police commissioner.

All the three messages had no Reply To route, indicating connivance of mobile companies in perpetrating this menacing.
